other LJ sites

So, basically, a multi-user blog site? The only one to come to mind is Blogger. It allows for quite a bit of customization of the layout of the blog, and allows you to have multiple blogs. Also, you can use it in conjunction with AudioBlogger to make posts via telephone.

I'm not sure if there's any sites based on the LJ code. I'm not sure if it's proprietary or not. However, you might want to take a look at Six Apart. Six Apart owns several blogging sites and services, the biggest being MoveableType and LiveJournal.

Another site I've heard of is Xanga. Can't tell you much about it, as I've never used it.

there's a lot of them. Livejournal gave out their code so that people could make LJs the way they wanted, in case they didn't think people should have to pay or get a code from some other member in order to join, or they wanted an extra feature, or something.

DCS should've ended the comic a year or two ago.

www.deadjournal.com
www.blurty.com

Those two use the LJ source code, but in my experience, LJ has the most reliable servers out there. Blurty is down almost every night, and Dead Journal isn't much better, plus it's ad-supported.

EDIT: Why exactly are you looking for some other blog site that isn't LJ?
