IT'S FUNNY BECAUSE BOYS DON'T WEAR DRESSES

This is even funnier because there's an arc at the beginning of the 2000 archives where Ozy and Millie switch their school uniforms and Ozy is ecstatic about it. (The very first strip in the 2000 archives, as a matter of fact).

Why can't Millie just take her dress off? Timulty goes naked without any problems.

Alternatively, Millie could have just borrowed Ozy's vest or hat.

Wouldn't putting two bows in her hair take more time then her normal one bow?

And later in the comic they make Millie put clothes on when she tries to go naked to school so I suppose there must be some rules about kids her age being nude
