An elderly wizard at the Quidditch World Cup is any indication was supposed to do his best to look like a common muggle, but he insisted on wearing a gown for ventilation. (Reminded me a bit of Ozy.) If that's any indication, it is normal for HP wizards not to wear pants. The last couple movies, however, showed the students dressing like muggles at casual times.
