Yeah I've noticed, I just wonder why that kind of artistic norm developed in Japan.

Probably a cultural thing. Just like how many, many anime characters have brightly colored hair (in many weird and exotic colors).

Interesting fact: When Micky Mouse came over to Japan he was redrawn with five fingers. Theres some kind of taboo against the whole four fingers thing that was commonly used in american animation.

She has a nose, it's just small and kinda hard to see with the blush.

I didn't have time to post what this image is about earlier, so...
It was really just a doodle on a note card, but it turned out to be one of my better ones. She's playing a poor girl in a musical, or so that how I decided to leave her. I was just randomly putting patches on her pants, and I wan in choir so I drew some music notes.

Also Gigantor, The first (or one of) Giant robot anime.

Well, that particular technique is usually only used when characters are distorted, exagerated, or super-deformed. So it basically helps with making a character look more comical or whatever the siutation requires. Usually it's easier to convey emotions with a less detailed face. But it can also be used in regards to age. Sometimes younger characters have VERY small noses or none at all to make them distinct from the older characters (and cuter).
