Theory: Ms. Mudd is mostly estranged from her family. When they send Millie gifts at all they send money because they honestly don't know much about her.

Eh, don't think it holds up. I received gifts from relatives I'd never met before around the time I was ten, visiting for the first time, and wound up getting a couple of dolls. Because all little girls like playing with dolls.
But for the purposes of this strip, Millie probably needed something that nobody would normally complain about to extol the beauty of the paperclip.
