O&M biz opps?

Part of my job is to look for business opportunities ("biz opps") online. Listed among the headings in a biz opps newsletter:

"O & M SERVICES FOR SPA COGEN & MCCLELLAN GAS TURB"

Apparently they want Ozy and Millie services for something or other. What would those services be? Zen and hyperactivity? Relevant humor? Maybe the company just wants someone at whom to go "awww."
