They're talking about the recount madness from back in the 2000 election; Florida had a distressing number of improperly filed election ballots due to improperly punched-in tickets, where the chads were either dimpled or hanging, which meant that the vote hadn't been properly registered and thus had to be hand-counted.
To cut a long story short, people following along with the election probably got real fed up with allegations of 'hanging chads' causing the election to go on for weeks after it was supposed to be ended.
Apparently, this was a terrifying and traumatizing time for Ms. Mudd, thus the, um... joke, if you want to call it that.
So bottom line, this is another one of those strips that falls apart with the passage of time, and I rather doubt it was funny even back a decade ago, when it was still almost relevant.

That's so....obscure. It's like the kind of comic a government worker would hang in their cubicle to make themselves feel empowered.
