The principal's line, here, is an attempt to make fun of the fact that, in the wake of the Columbine school shooting, people who should have been smart enough to know better were presenting cracking down on kids who wore a lot of black clothes, particularly trenchcoats, as an actual way of addressing the problem.

As for cracking down on black trenchcoats as a false solution, DCS is right-but when you think about it, how can you possibly protect against every potential tragedy?
