It's not necessarily the old days. Some places allow more strict rules than others. Presumably Ms. Mudd went to a private school for elementary education.

I think its that Ozy chooses not to wear pants because he enjoys flashing his loins. Ms. Mudd was forced to wear a skirt by SOCIETAL NORMS, the most devious and evil of all norms.

In the Ozy and Millie world, the Sexual Revolution gave both men and women the right to be pantsless pantsless. And little kids just run around entirely starkers. Clearly Ozy and Millie is set in a utopian nudist paradise.
