Ozy's lines take away from the punchline, but without it, it would have just been a mediocre joke, and his only reason for being there would be to ask the question, and then do a reaction shot. It doesn't really feel like the other strips so far, which were standard-fare punchlines (setup > joke start > punchline); it feels... well, youthful. Like they're still kids, and not the author mouthpieces that they begin to warp into over time.
It's cute, I like it. It's not 'funny', so to speak, but it doesn't need to be; it's just sweet.

Also, wasn't this one of the early sixty or so that DCS kept submitting to the syndicates?

I enjoy it. Its one of those good jokes that you don't really laugh out loud at, but works better because of that.

Much as I like mocking the Spice Girls, they were very "of the moment" and were right for the context, now it's Susan Boyle and 5 minute celebrities that would make the con list.
As for
The Stamp Act that kind of irks me as being obscure for the sake of obsecurity, blood pudding or heck even bad teeth would have been a better con for the list.
I'll be quite happy up here in Scotland as well, England <> Great Britian, etc, etc, etc.

I remember this as one of my favourites of the era. It'd still be in my top 50 strips ever today.

the stamp act isn't obscure at all, it's an integral part of american history education. Even at Millie's age, the basics of the american revolution have probably been pounded into her brain.

This is probably my favorite strip that's come up so far.
Also clearly the best thing about England is the 1970's progressive rock scene.
