But he was still going for syndication, and back in the 90s, everybody (conservative and liberal alike) still read newspapers. Which still means that, since he was going for syndication, he was still cutting off half of his potential audience with these sort of mean-spirited jabs, especially as they become more frequent later on.

It's quite likely this wasn't one of the strips he sent out at the time to syndicates and drew it for the website where he had more freedom to say what he wanted.
