The frequency of the character appearing has nothing to do with that. Minor characters can be as annoying as any regular ones.

The more a character shows up the greater chances there are of him being flanderized, the fewer creative ideas there are for the character, and the greater the chances for a character to be in a bit that isn't any good.

I guess it has to do with the character really. Some minor characters in Ozy and Millie, like Lyndon irked me more than the most frequently featured. Locke has been one of my favourites always and I don't think I'd get tired of a comic about him pirating.
