This somewhat controversial treaty, which the United States refused to join because developing nations were excluded and that the changes would be "too costly" to implement, became legally binding only after Russia signed the treaty in November 2004.<br><br>Personally, I think the U.S. should have entered this. First of all, we're the world's largest polluter, and we're complaining about developing nations who pollute less. Additionally, this is something that needs to be done, even if there is a cost.
