Parts of Yorkshire was pretty much under 15 FOOT of rain for most of August.

Just looked Yorkshire up in my CLIMATOLOGY charts... on average Yorkshire gets 55-62 inches annually Far from the 174 inches that would entail 15 feet (yes I know you just said 15 feet because it said 15 inches, but even so >:@).
We, here in Houston, average 54 inches annually.
Yorkshire's just a tiny smidge rainier than us.

Fact: Houston is the 3rd rainiest major city (out of the 50 biggest) in the United States, losing only to New Orleans (the rainiest) and Miami, Florida. I say this purely to reiterate that Houston is NOT a goddamn desert.

I don't know how much it was reported in American news but vast areas of England suffered major flood damage in June and July 2007. Roo did say "under 15 FOOT of rain" after all. I would say "burned" but I don't, even if the topic wasn't to do with rainstorms and floods.
Well, I knew that they suffered flooding damage, but it still wasn't friggin' 15 feet of rainfall. As little as 2 inches of rain can cause serious flooding problems, depending on what it does with creeks and bayous and storm drainage systems and stuff. Depends how quickly it falls. The worst flooding in America's history (which, by the way, also happened in Texas) produced a total of 48 inches of rainfall (Amelia, 1978).
