How I would have handled the bailout

The first and last stipulation would have been that until the loan is paid off, every single employee of the company would earn the same salary. The amount of this salary I would leave up to the company to decide, knowing they wouldn't pick any amount so high it would bankrupt them, nor so low that anyone wasn't able to still live comfortably. Any "bonuses" would have to be paid out of the bosses' own pockets if they truly do want to continue rewarding their more diligent workers.
I'm sure there are some major flaws with this concept that I have naively missed. Discuss.
