Yes, still utterly lost. Really break it down for me. Or am I better off not asking?
It's basically a suit of furaffinity's mascot that users can draw their own furry thing in that forms an animated gif. Said user then has the file as their avatar and rejoices in its carefree head-bobbing.
I particularly enjoyed the last six words of this explanation. Thank you.

Are you sure that guy drew that? The rest of his gallery is just not up to par with that picture, nor does the general style of his works really have the feeling this one has.
