You can get by with Photoshop Elements, which is considerably cheaper. It's about $140 Canadian, so I'd assume that's probably around $110 or less in the US.

I've seen Photoshop Elements 4.0 for $99, and a $20 upgrade rebate for licensed users of older versions of Elements and Photoshop LE. At least, that's the going rate. You should be able to shave off another $20 or so if you time it right and look for a deal.

Get Paint Shop Pro. I use it, it has everything I need, and it's a lot cheaper than Photoshop.

Budget? Hard to beat free. ^^;

*Has two copies of Phoroshop 5.0 LE, one that came with his Visioneer scanner, and one a friend gave him because it came with her scanner and she had the full version already on her Mac. (the CD was only the Windows version)*
