Try running a deinterlace filter? *goes off to see if his advice actually works*
EDIT: Actually, the GIMP's "despeckle" interface works better. But be careful with its settings, or you'll lose the horizontal lines in that brick wall.

That would be the texture of the paper doing that. Some scanners (like mine) tend to not pick up all the light reflecting off the fine, courderoy-ish surface of the paper, so it shows up in the scan. I don't know how you would remedy such a thing, though.

Thats pretty good Tum0spoo, to me it just looks like you could use some practice is all. Your very good at frontal shoots and I don't think it will take long for you to get good at the rest either.
np, I have seen one that have been done worse, and not everyone can / wants to get a scanner for that.Sorry for the pic, it was taken using a craptacular fone
