<b>Forest fire.</b><br><br>Explanation:<br>The flames can be touched, but they will burn whomever touches them. It moves swiftly through the dry forest because the dry wood burns quickly. It "dies" in the mountain stream because the stream is water, and most forest fires occur in the mountains. And the black shroud is the ash and burnt remains of the trees.
