I dunno about those censors. It's not hard for me to narrow down the possibilities for the gist of what was said. Then again, if he's talking about just one conspiracy thru the entire strip, it'll take me a while to form a comprehensive theory. Maybe DCS doesn't know the whole story either.

The "characters" are probably someone's signature, IE initials ("IAO"?).
