Yes, this time she doesn't seem to welcome the rain at all, if she thinks that making a weather machine would be better.
On second thought, she probably said that because she's trying to understand what Longfellow meant. Let it rain, as opposed to doing what about it?
I'm reminded slightly of

Heh,

dancing naked in the rain always has me worried that she'll trip and fall into the mud and end up as a big drippy naked

mud monster. Who'll then need to be hosed off before she's clean enough to even take a bath.
