It doesn't look like it was made to fit her. If it was, it would fit her tail much more easily. Most superheros have their costumes custom fit to them.

Nah, Stephan is proud of his nerdiness. Truly, the only familiar character I can see fitting Millie's criteria is Avery. Maybe someone we don't really know, like Emily.

It doesn't look like it was made to fit her. If it was, it would fit her tail much more easily. Most superheros have their costumes custom fit to them.
You'd think, since she's done this so many times, she would have cut a slit in the cape so that it could fit over her tail better.

Or maybe she did do that, but just put the cape on upside-down and is trying to save face.

Not really. Every 4/4 length coat I've seen split at the butt in our world, and it doesn't look at all weird flapping in the wind.
