You know, 5hifty is right. Ozy was obviously asking to be picked on by Millie. The reasoning? Who knows? Maybe a cheer-up? Or something more. A controversy indeed. Also, didn't another member say that they were predicting that Ozy would get shaved?

Ozy was being sympathetic seeing as Millie was rather down, he might have thought a good de-furring would cheer her up. His words here seem to point to that because of what he says in the second panel.

Ozy often instigates this. He is an Arctic Fox. This seems to happen in high summer. Could Ozy just be USING Millie as a way to keep cool.
