We haven't seen Llewellyn fly, but we saw his shadow pass over Millie during his introductory arc. I believe he was giving Ozy rides to school that way. (And no, DCS, it was not a mistake to add the wings eventually.)
But Doog has a point: the sheriff is heavier than Ozy and may be too hard to carry in flight. Either that, or they consider nudity more decent if you're on all fours instead of showing off to everyone who looks up.
Ms. Sorkowitz might be able to get away with nudity. She already wears nothing below the waste.

I think it's a reptile thing. Most readers will not be turned on by something covered in scales. Of course, there's the possibility of Llewellyn arousing fellow dragons, but maybe as long as the context is clean...Maybe it's a dragon thing?

Ms. Mudd has been seen in a strip once with a towel around her. And there's also a recent strip where she's soaking in the tub.mmm....yeah, wouldn't it stir the pot some, if DC drew a panel or two with Ms. Mudd naked? Scandalous!

Firstly, no I don't think it's really logical. But, I think it might be related to the fact that the "kid" characters are more "toony" just by virtue of their childlike proportions. Toony characters are historically able to get away with less clothing. The adults in the strip, meanwhile, have much more humanlike figures. Not as much as in some comics *coughsabrinaonlinecough* but still enough that it'd be kinda creepy if they didn't wear clothes.Do you think it also could be because he's one of the adult characters? Think about it: the adults are always fully dressed, usually from head to toe. But the kids are the ones who can wear less or be completely naked and it's ok. I honestly never thought about that until now. Llewellyn's the only one to get away with it.
Trust me, I had a comic for a while where none of the characters had to wear clothes. It looked a lot less awkward on the kids.

That's a rather random theory.Also, y'know, they're (anthromorphized) animals - the ones wearing clothes are the weirdos.
A lot of us find it weird to see Ozy in different clothes because we're so used to his hat and vest (when the new comics started after the hiatus, a lot of people asked whether Ozy was going to keep the suit). Like a lot of comic/cartoon characters he has one set of clothes the audience associates with him.
It doesn't matter if they're anthro or not, if they regularly wear clothes then that's what's normal for them. Pogo has a striped shirt but no trousers, Bugs Bunny is usually naked, Felicia has a shirt and skirt.
