I think David not having thought of Locke's past is the most logical answer. Sometimes comics will have holes because of human error, continuity shouldn't suffer too much because this is quite an old strip.

Maybe Ms. Mudd was seeign sombody close enoguh that Millie called him dad but then broke up with him and then started dating Llewellyn.
