Given all that Ozy has gone through at the hands of Millie, and the fact that he sticks with her through thick and thin with barely even a token protest (all of this long before their parents started getting involved with each other), tells me that he has deep feelings for her.
Or else his Buddhist efforts to give up all desires prevent him from protesting.

I'd say 50/50 chances.

Also, if they're step-siblings, there's nothing legally that says you can't marry your step-sibling, since you're not technically related, or rather not related by blood.

In real life, this issue varies by jurisdiction.

In some, if you lived together as siblings before the age of 18 (or 16 in some places), regardless of the lack of genetic risk, you aren't allowed to marry. (Same thing with first cousins. Some places they can marry, some places they can't.)

Given that they live in Llewellenland and not the US, they may be able to ignore the law (unless their "father" made it illegal!).

But how will being raised as siblings affect their feelings for each other?

For example, in panel three of the final strip, we see Millie naked while changing in front of Ozy. Becoming too casual and comfortable about each others' bodies could actually put a bit of a damper on the possibility of future romance. (Unless their being furred makes it a non-issue compared to a similar scene with humans.)

All I can say is I would love to see a set of "20 years later" strips, regardless of how their lives end up - much like Harry Potter ended off giving us a brief taste of how their lives continued on after the main story ended.

I wouldn't worry - it's kind of hard to do a twenty year later summary with dead characters (unless you really want all of the details on how they decomposed!)
