It seems Locke is unaffiliated with any nation beyond the coach and his home is his ship. Either that or all past exploits to conquer have failed miserably.

I assume the joke is that Locke simply forgot the fact that he was supposed to be impersonating Millie and subconsciously slipped back into his normal character.
