The time the comic was made doesn't necessarily have to coincide with the date the comic is actually in :<

it was probably drawn and published in november or december anyway, then the date changed to june 1st

Doing a quick Wikipedia search, back around this time period was the Republican attempt to impeach President Bill Clinton. He was Speaker of the House at the time, so he was the most public figure in this attempt, and had an approval rating of 45% at this point in time (second quarter 1998). This is kind of hilarious, in retrospect, given that the current Congress overall has a rating at 26.3% (and the current Speaker is at 39%).

Never mind that, once again, you're alienating roughly half of your audience at any given time. There have been a few quasi-political cartoons in the strips we've seen so far (International diplomacy parts 1 and 2, specifically) that are broad enough to be funny to anybody, but when you attack specific individuals because you don't like their policies, you're just not endearing yourself.

And a decade down the line, nobody even knows what you're talking about without having to waste several minutes looking it up on Wikipedia.

Specifically Targeted Politically Inclined Cartoons Do Not Have Staying Power.

I don't think that a furry is alienating 50% of his population by talking crap about newt gingrich. Sure, there are conservative/republican furries, but they're hardly close to half the population. As for being dated, I can't agree more :/

DCS was trying to get syndicated at this time, so the target audiance wasn't furries. Trying to be in papers also explains alot of the cookie cutter jokes, he was copying the "Its not funny, but close enough" mantra of many newspaper comics

But he was still going for syndication, and back in the 90s, everybody (conservative and liberal alike) still read newspapers. Which still means that, since he was going for syndication, he was still cutting off half of his potential audience with these sort of mean-spirited jabs, especially as they become more frequent later on.
